Publication by Mira Burmeister-Rudolph

Mira Burmeister-Rudolph’s paper on Kerala’s social protection policies for migrants has been published as an IMI-N working paper. The South-Indian State of Kerala has institutionalised a broad spectrum of social protection policies geared at emigrants and return migrants. Burmeister-Rudolph examines what types of protection Kerala offers and the underlying rationale. The case of Kerala is particularly interesting because Kerala is one of the main origin states of Indian migrants and because social protection policies are usually analysed at the level of the national government rather than of subnational governments such as states. Burmeister-Rudolph finds that Kerala’s policies spring from instrumental and ideational motives that show links to the development and identity discourse within the state.
